Yes, if you fail your 11 th and have to repeat class 11 then yes you can definitely change your stream and thus can select Arts.

But you don't need to think in a negative way right now, focus on your class 11 th examination, go through the chapters, take the help of your teacher to identify the important topics which often gets repeated and then practice those.


And in the worst case,

Even if you fail in 11th , your school may give you the chance to pass it by allowing you the opportunity of supplementary examination.


For example,

I have  studied 10+2 in Kendriya Vidyalaya and there supplementary examination is conducted for class 11th failed students in order to provide them an opportunity to  pass 11th and save their 1 precious year and make it to class 12th.
