i think you can give UPSEE 2019, because there is no age limit for UPSEE and the qualification is the student should have complete their 10+2/equivalent exam from the institution in UP.the domicile certificate is also important to give UPSEE.you can refer further details in below linKS:

Candidates must have passed UP Board intermediate examination or 10+2 or equivalent exam can give upsee and there's no age limit to appear for UPSEE 2019. So, you can appear for the exam.
