Hey Kiran,

With this much score of 123 marks your percentile score may lie above 90 percentile and you can easily get Civil engineering in the Northeastern NITs and GFTIs like tezzpur university. You can check the last year cutoff of the NIT in your state through the state quota. If possible then join the NIT in your state through state quota.
