Joint Entrance Examination (JEE) is an entrance exam conducted by National Testing Agency (NTA).
For admission to IIT through JEE one is required to fulfill some eligibility criterias :
So if you have in the top 20 percentile in 12th examinations only then you are eligible because your 12th percentage is not enough for admission to IIT.

In order to get admission in NITs, IIITs and GFTIs you should have minimum 75% as a General category and 65% as reservad category in class 12th or you should be in top 20 percentile in class 12th.
