Yes, you can appear for NEET exam after successfully completing your 12th class or  while appearing for 12th board exams if you have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board. It does not matter how many times you have written your 11th exams.
