As you have dropped out after the 2 years in the previous college, firstly for taking the admission in other college you have to take transfer certificate from the previous college.Also you can't get the admission in the 3rd year directly in the other college. You can only get admission in the first year, in any government college.But yes there are the chances of getting admission in the third year in the private colleges if you want to take admission there.
