I want to apply for aiq but I m not sure that I would get seat. So if I get seat in 2 nd round of aiq . Can I participate in state counselling for better college?

Let's say you secured a seat in All India Counselling Round 2, but want to appear in State Counselling as well. You can attend the State Counselling but if you want to forgo the seat of Round 2 at All India Level, you will have to forgo the security deposit that you have paid. You will not be refunded the security deposit and it cannot be transferred to State Counselling. So it is a conscious decision that you have to take.
