Hello student,
The norms regarding mid year admission and repeal are different for each colleges and universities. You need to agree to all those to get them acted in the specified manner.
If you are leaving B.Tech, and you want to get a certificate for the first year, and the norms of your college state the same, then you are to pay the second year fees. If you are just discontinuing B.Tech itself without a request of leaving certificate, the college has got no right to ask you to oay the requisite amount.
You can file a case over the college administration if they are acting against their norms.

Yes ,you will have to pay the entire fee of the four years of bachelor's degree in Technology because
