According to the eligibility criteria set up for UPSC examination, the minimum age must be 21 or above and the maximum age allowed is 32. There are some relaxation given to the reserved categories in upper age limit but that is not relevant in your case. You will be definitely eligible for examination as you will already age more than 21 and would touch 22 in year 2023.
