I was issued obc certificate in December, 2018. Do I need to get it re-issued for jac- delhi 2019??

OBC certificates are issued for a lifetime and it need not be renewed until you change your community. So, to answer your question, no, you need not get it reissued for JAC- Delhi 2019.
