Yes! You can attempt paper 1 & 2 only of JEE MAINS. On different days.
You can't go for JEE ADVANCED paper twice.

Since you can apply twice in an year for JEE Mains 2019, you can apply for Paper 1 and Paper 2 seperately.
Taking both at the same time will be best as you need not preapre much for Paper 2, it will be completely Maths, Aptitude and Basic drawing.

So far as the news is there of having two attempts of giving JEE-MAin in a single year is true but there are no declarations about the 2nd chance of paper 2 in a same year,but as far as i think both paper will have 2 chances in a year and there might be a condition like if you prepare for first paper at one time with the second one then only you will be eligible for next chance.
