So, to answer your question, you can definitely appear for JEE Advance 2021 ,even though you didn't appear for it in 2020, but for that you have to first clear JEE Mains one more time in 2021. Although there is a new notice that if you appeared for JEE Mains 2020, and cleared it but couldn't appear for JEE advance for this pandemic situation, then only for this year, you will be able to sit for JEE advance 2021, without clearing JEE Mains again i.e directly. So, if you have cleared JEE Mains 2020 but couldn't just give JEE Advance, you still have a chance .

Each student get 6 chances of JEE Mains and 2 chances of JEE Advance .
Now you are saying that you have given JEE Advance in 2019, means your one chance is over.
Now if you have given JEE Mains in 2020 then also your 2nd chance of JEE Advance is over. So you can't give JEE Advance in 2021.
But if you have not given JEE Mains in 2020 so clearly you have 4 chances of JEE Mains and 1 chance of JEE Advance left. So you can surely give JEE Advance in 2021.
Overall it depends on your JEE Mains 2020 whether you have given it or not.
