You can check the eligibility criteria of the exam below
You must have studied and passed from a recognised institution situated in Karnataka. The academic study from a state institute should be for a minimum period of 7 years, starting from 1st standard to 2nd PUC/12th standard as on July 1 of the exam year.
You should have appeared/passed either SSLC/10th standard or 2nd PUC/12th standard exam from Karnataka.
If you want to take admission in private colleges of Karnataka you can appear for COMEDK exam.

No as KCET has a set of eligibility criteria that require students to study seven years inclusive of class 11 & 12 in Karnataka or parents must belong to Karnataka. You can check the criteria here http://kea.kar.nic.in/cet2017/eligibility_clause_2017.pdf . Since you belong to Telangana I dont see how you can meet any clause.
However you belong to Bidar, Gulbarga, Yadgir, Raichur, Koppal and Bellary which are considered disputed areas, you can ask for Hyd-Kar Seats but the reservation is only in institutes in this area.
What I suggest is that you can apply for COMEDK as it also allows admissions to private institutes in Karnataka and there is no restriction on the eligibility with regard to domicile or residency. COMEDK UGET
