if I belong to UP but my state of eligibility is West Bengal (state where I gave 12) then I'll belong to the west bengal home state ?

Dear student,
You belong to the state of which you have the domicile certificate of. Domicile certificate is the proof of you being the resident of that state. So ask your parents of which state they have the domicile of.
If they do not then ask them to get one. It is made by the state government.
