if i didn't get a seat in any college in all india counselling then my registration fee 5000 is refundable or not? please reply

Yes fee is refunded in Al India Counselling.

Refund is initiated within 15 days and credited to bank account used for making payments provided no college hasbeen allotted fkr candidates.

Registration fee is basically for counselling process and is to be refunded as per protocol.
