Hi,

State counselling for home state qouta seats is done by respective authority of the state. While counselling for AIQ seats, central university seats etc is done by medical Council of India. You have to register separately for both the couselling as they are done by different institutions. So if you do not get any seat in 1st and 2nd round you can apply for your state counselling.
