If I fill a college at 2nd priority and other candidate fills the same college at first priority (but the candidate has less marks / higher rank than me) , then who will get that particular college ?

The seat allotment process during the All India Quota , AIQ Counseling and State Counseling for NEET is done completely on the merit basis ( All India Rank ).
---- That means if two students have given same college for admission during choice filling then the student with better All India Rank wil be alloted the college.
