Yes, you have bleak chances of getting an NIT but it's still possible. And if you are from SC /ST category, then you're almost certain to get a seat at an NIT, although you'll only get less preferred branches like Mining Engineering, Metallurgy, Biotechnology and Biomedical engineering.
Now it all depends on the state you belong to, because if you belong to a state like Chattisgarh, where the cutoffs for NIT Raipur go well beyond 60000 for even a general candidate, you're bound to get a seat. So you should specify your category and also your home state in order for us to be able to help you better.
