JEE main is the joint entrance examination for admission into various B.E./B.tech courses across India. The eligibility criteria for JEE mains for 2020 has been changed. As per the new eligibility criteria for admission, JEE Main qualified candidates need to obtain just pass certificate in class 12 irrespective of any percentage from any recognized board. Hence, you are eligible for JEE mains examination.

Yes you can give the JEE main exam with that percentage in your PCM provided that you have cleared all the subjects you have in your 12th. Moreover, admission in NITs and GFTIs will require a minimum percentage criteria which lies around 70-75% in the XII so in that case you might not be eligible for admission into those colleges, but other colleges with minimum criteria at 60, you are good to go.
