No it is not possible to get choice no. 16 in case you have got choice no. 15 as during upgradation you can get only the seats you have mentioned above the seat already alloted in the previous round of counseling.

So there is no such chance of getting below files seat.

 I would like to inform you that once you have got higher choice you can never get a lower choice in any of the furthur rounds. It will keep on increasing with increasing rounds. Only the top left options are open for you for furthur coming rounds in wbjee counselling process.
