One needs to qualify the cutoff for gate exam in the respective stream to available the stipend of 12400 per month .On clearing the cutoff marks you will be eligible to avail the stipend of 12400 rs for a duration of 2 years to study in a government or private university in india which is aicte approved .
Note that  if the college is AICTE approved but the branch is not then you can not claim the stipend . In such case you would not get any stipend.
Approval of aicte is must to claim the stipend.
As far as i am concerned bit is a deemed university,it does not requirement AICTE approval to grant degrees.
But still i would suggest you to consult your college authorities regarding the same and be assured.
