I am sorry but the process of couselling is just like the ladder so you can't jump the stairs on the ladder directly which means you need to participate in 1st round if you want to enter the round 2 .

Hope you are doing well. You cannot do like that. You should compulsory attend the first round of seat allotment in order to be eligible to attend the second round of seat allotment. The second round of seat allotment is for those who could not get a seat in first round of seat allotment. There are no shortcuts in this matter. I hope you got the point after reading this answer.
