If I score 70 marks in jee main 2019 by OBC.. can I get NIT OR IIIT

You cannot be in both NIT and as well as IIIT since the cutoff's for both colleges based on your score and category wont meet the required eligibility .
To get seat in either of the one you should be getting 100 and above since you are OBC
