But special round counselling will be conduct after admission process of 4th round alloted seat. So, if I don't take admission and wait for special round counselling my seat will be cancel!

Sushmitagyanendra Yes, if you dont take admission then your seat gets cancelled. But if you think that you could make in next round of counselling, then it is better that you should pay fee for next college. And if not , then just remain in the college whichever you are. And regarding the fees you could ask with college officials.
