NO.you can not get into IITs because IIT Kanpur is very top ranked college.SC rank requires like 300 to 400 even to get a seat into Kanpur.You can apply for newly opened IITs.Anyways,don't be sad and look for other colleges.

Yes, you can get electrical at IIT Kanpur. Also possible are CS and ME at IIT Kanpur. You can also try for admissions at IIT Bombay for electrical, electronics, mechanical and civil.
