If no one vacates/upgrades their allotted seat in 1st round of mbbs/bds counselling(of Punjab) then there will be no seats left for 2nd and mop-up round?

This is just a hypothetical situation
Definitely students will opt for upgradation because of their preferences of college in Punjab
Let us assume that no one opt for upgradation in first round,  then also second round will take place because not all seats get filled in first round. Some students would have taken a seat through All India Quota
So don't worry, there will be second round of counselling alongwith with mopup round (if seats are vacant in second round of counselling)
