Yes certainly. Actually fee wavier seats are alloted on the basis of the eligibility criteria and available seats. If the seats are not available among all the options you have chosen during counselling then you would be alloted a seat regular as other seats.

Well, if you have applied for the fee waiver, then you may be considered for this special category unless there is no vacancy of seats in your rank. Then, you will be considered as a general candidate at the time of admission. And if you're selected as fee waiver candidate, then you must provide all necessary documents along with income certificate of parents at the time of counselling and admission, otherwise your application may get rejected.
