If one doesn't get the medical college of his choice even after second counselling will he be able to participate?

Hello Aspirant,
If you want to participate in All India quota counselling then you may not go for third round as counselling for 15% All India Quota seat will be held in only two rounds.Whereas, counselling for central universities, deemed universities and ESIC colleges will be held in three rounds.So I hope this is clear.
