As you have mentioned that if someone solves the question paper fully and if they would submit the sheet blank(considering you mean rough paper by sheets), so I don't think they would disqualify you.

Because it is very logical that it is not even possible as for solving jee level question papers you need to do rough work and if you haven't done any kind of rough work it surely means you have applied guess works which won't be beneficial to you.
