No, if someone is qualified in jee mains 2018 then he is not eligible for jee main 2019 counselling with the previous year scorecard.
He has to give JEE main in 2019 again and with this scorecard he/she is eligible for JEE main 2019 counselling.

For your kind information you are not eligible for JOSAA 2019 counselling if you have not appeared for JEE 2019 Examination. As per the rules candidate is eligible for JOSAA only if he)she has cleared the examination in the same year of counselling. So according to this this year you cannot take part in counseling if you have not appeared in 2019 paper .

Sorry to say that you cannot apply for JoSAA 2019. This is much like of getting onto a dissimilar thing ank arguing to be similar. Each year the difficulty level of JEE exam, number of candidates appearing etc. changes, so it is not fare to participate in this year's counselling with last year's marks. If you have qualified in JEE Mains 2019, then you can go for JoSAA counselling 2019 with JEE Mains 2019 score.
