If student get 87 percentile in JEE, 86 percentage in CBSE board and he did not appear in GUJCET examination. Can he apply for ACPC?

Hii..
Without Gujcat examnination A candidate cannot take admission in any Government college in Gujarat.
But He can definately Go to any private college.Like Nirma & DAIICT have 50% seats Reserved for All india Quota.
Without Gujacat Candidate can Go for All india quota.
