If you are A NRI,candidate then You are under Special Category and Thus May be your FEES,Living Cost will be higher than Indian Resident in Colleges,But No There is no any Restrictions In India For NRI Candidate to Have Domicile of Indian State government.You dont Need Domicile for Apply for any Indian University you Can Apply through NRI,QUOTA/SEATS There are Different Rules and Regulations For Different Universities In INDIA,For NRI Candidate.
