The SSC CGL eligibility criteria says that you need to graduate from a recognized university. For some posts, there are specific requirements for example, you need to have a degree with statistics as subject or mimimum of 60% marks in mathematics 12th grade.

You're in 3rd semester. So you must be eligible to sit in the exam according to the age criteria i.e 18 to 32 yrs. But you need to have a degree in order to finally join the service so the best time to apply for the exam is when you're in the last semester.
