Yes, you can defenetly persue economics honors without maths.Though you mentioned that you didn't have maths in class 12. Then let me make this clear to you that, for a career in economics you will need to have a strong mathematics base, which you didnt have in the two years of your HSC studies.
If you just want a bachelors degree from economics you can take it up, but you'll have to work very hard in statistics and other important topics in mathematics.
Although a career in economics without maths is not a good idea.
