Dear Anurag, even if you have passed in all subjects except for one, you still aren't considered pass as in whole. You are considered pass only if you pass in all subjects individually. So in your case, because you have a backlog, you cannot be termed passed until you pass in all subjects. And until you pass in all subjects will you not get your qualification or pass certificate.
