I'm from 2015-19 batch but i have a backlog which wouldn't be cleared by 2019 and will be cleared by 2020 can i apply for gate 2019??

Yes you can appear for GATe 2019 since you will be in final year graduation of Btech in 2019. However once you jojn colleges for Mtech and counselling is conducted you need to have cleared all backlogs and must have course completion certificate or Provissional degree certificate to get admission.
