the 15% quota is for AIQ in each state, that is used for NEET2020 Counselling through which a candidate can seat in government medical college all over India irrespective of his domicile state, the rest 85% seat is reserved for candidates holding domicile of that state.
You can get 15%AIQ in any state when you apply for NEET2020 counselling for All India quota seat
