Im from telangana , i secured 274 marks in neet ug 2019 can i get mbbs seat through state or all india quota if defence quota is applicable?

Good to hear from you. As per the previous years' trends in the cut-off, it can be said that you have secured decent marks. As most of the colleges in India have a cut-off close to 450-650, your mark will not be land you in a Govt. college. But, you can try for private colleges.
