To be eligible for studying Masters in Clinical Psychology, you should have studied Psychology as a subject in your Graduation. Now B.Com (//B.Com) Honours wouldn't have Psychology as a subject and so unfortunately you cannot study Masters in Clinical Psychology. This is not the norm just for this college but for most regular colleges. You can study Psychology through Distance Education where Psychology as a subject in your Graduation is not mandatory.
