Hey Utkarsh,
Master's in Hindi would only need 10+2+3 with 50% minimum aggregate score.
So yes you can surely for it. Your subject in UG doesn't matter.

Yes, you can apply for MA Hindi after graduation in Physics. A lot of colleges will allow you to apply for the same but a few will even keep BA as eligibility. So choose a suitable college.
