Yes, you can get into some engineering college in Telangana. There will be very less seats for non- local  candidates. You can't get top colleges but you can get somewhere. For a non-local candidate it is hard to get into a government college. There will be high competition for the seats of government colleges and as you are a non- local candidate it will be very difficult to get admissions in Telangana.
