According to previous year's cutoff, the closing rank for the government colleges was 533.

So there is a chance that you will be able to get a seat. 

However, register yourself for KIMS and SOA University.

Here is the cut off ranks and marks for the government medical colleges in Odisha for the UR category under the state quota. You seem to have a fair chance if the cut off this Year goes down. You can wait for the state ranks and hope for the best!
