Every year seats are allotted based on your all India rank.Your category rank  will only be used when you will be getting some reserved seats. For state counselling, a list of all the candidates eligible for getting a seat under 85% state quota will be released and it will mention your state, category rank and AIR. In state counselling your state rank will be considered.
