Hello Aspirant,
The TFW scheme is a scheme initiated by the Government of India for the candidates who have very less Annual family income and are unable to pay the full college fees and it's expenses. Also, the TFW benefit is for those students irrespective of any caste or category they belong to. If they are unable to pay Fees and are financially unstable, then they could apply for the seat of TFW scheme by giving their income certificate to the college for verification purpose.
All colleges, be it private or government, have seats reserved for candidates for TFW scheme.
If all the colleges that you have applied to , don't have TFW seats , then it would be like all the seats for TFW( tution fee waiver) are filled and don't have more seats for more students and so they would have made the option as Not Available or N/A.
If you come under TFW benefit criteria, then you must get it's seats. Bit, if there are no seats available in the college and are full then there's nothing more you can do but to see other colleges where you may het TFW scheme benefit.
Hope that helps. Good luck
