Solution : There is an error in the option 3.

We need to replace ‘what she had looked for’ by ‘what she had been looking for/ ‘what she was looking for’, because it is appropriate to use "Past Perfect Continuous" or "Past Progressive" in this statement.

Hence the correct sentence is

When she saw the  cellphone  she knew it was exactly what she had been looked for/ What she was looking for.
