Solution : There is an error in the option 3

We need to replace "lifted"with "left"

Lift means to raise something from a lower position to a higher one .Lifted is the V2 form of lift

Leave means preserve or allow to remain. Left is the V2 form of verb leave.

Hence the correct sentence is

He complained to the officer that his bag had been stolen and that he was left without any money.
