I would say, for Arts stream you don't need to go to any other state, as long as it's some prestigious University like Delhi University. Look, Arts is not like some Professional degrees like B.E or B.Tech (Bachelor's of Technology), so you can continue your Arts right from your home state. There is no Universities or Colleges in these which is famous for Arts Stream unlike B.Tech or NEET. So move to Some other city to pursue Arts stream wouldn't be a great choice. You can go for some CBSE school, they offer humanities but, after humanities you won't find any kind of difficulty while pursuing B.A (Bachelor's of Arts).

If you choose CBSE school, then no matter from which state you choose to do your schooling, you will get CBSE Certificate. State doesn't matter. But you can choose some State board well like Punjab Board, Rajasthan Board, UP Board or Gujarat Board.
