It not all about should take permission and must inform everything. You will have certain rules and regulations if you are getting into a hostel life. College doesn't take any kind of risk, as parents of students put effort and have a faith on college staff and maintenance. So, if you want a no boundary life , you must take admission in normal colleges rather then college hostels. Still you will find some kinds of limit's in these hostels, must adjust.
