Since you have not mentioned your category, I am considering you as a GENERAL Category student. With 65 percentile in JEE mains, your overall predicted rank will be around 358050 - 402500 . So, according to the previous year JEE mains trends, No, 65 percentile score in JEE Mains is not sufficient for getting any good NIT's or IIIT's in India. In order to get some good Engineering colleges in top and core braches, you have to score at least 98 percentile (for general category), or 96+ percentile (for OBC category), or 92+ percentile (if you're SC/ST category).
However, after scoring low percentile, you cna take admission in many state level engineering colleges and many private colleges which takes admission based on the JEE mains scorecard.
