Yes, caste validity certificate and caste certificate both are must for IIT/NIT admission, earlier cast validity certificate was not mandatory but now a day's they ask for cast validity certificate. If you belong to OBC/SC/ST but don't have valid certificate for that then you will be treated as a general category candidate.

If you are a OBC/SC/ST candidate then cast validity is compulsory to submit while taking admission in NIT/IIT.Earlier only caste certificate were asked to submit but now both caste certificate and caste validity is asked to submit while admission procedure.
If you do not have a a caste validity then you are considered a general candidate.For Btech pursuing students IIT/NIT giver you a time span of 4 months to submit your caste validity certificate.

In JEE application form you have to specify your category in the required section.
Caste validity certificates are mandatory for JEE , because you have to provide the valid proof during the counselling procedure
So please make sure that you have the certificate . If you don't have it , do the process required to get those certificate. Apply for it and get it
Because you should carry all the required documents during the counselling
